OnePlus Detections don't work until app is opened after restarting phone #1034

Expected behavior

Beacons detected once the phone has restarted.

Actual behavior

Beacons are not detected after a phone restart until the app is re-opened. Logs show a scan is taking place, it just doesn't find the beacons until the app is re-opened.

Steps to reproduce this behavior

BootstrapNotifier implementation, restart phone and observe.

Mobile device model and OS version

OnePlus 7T with Android 11

Android Beacon Library version

Version 2+

This is a known issue with OnePlus. Until you unlock the phone the first time after a reboot, bluetooth scans are blocked.
