I installed Android Raidus Networks Locate app and try to locate my iBeacons (one beacon is from estimote hardware and another is from Raidus Networks's iPhone Locate App".

why? Does this spec need new hardware's implementation?

The Android Locate app detects AltBeacon transmissions, not iBeacon transmissions. The spec requires a distinct advertisement.
