GRAFANA_VERSION=10.3.7 docker-compose up -d grafana

returns error

grafana container unhealthy

Root reason of failures is old graph related alerts which deprecated in grafana 11, but still works in grafana 10

      GF_UNIFIED_ALERTING_ENABLED: false
      GF_ALERTING_ENABLED: true

we need to support both types of alerts
