Query editor is always `Query Settings` in panel edit page in v3.2.1 #605

It's better to open SQL Editor tab when edit an existing panel if it's already has SQL inputed.

Is this bug report or feature request? I don't remember, but it looks like a same behavior with 2.5.x ?
