Fetch service owners from BFF and use them for filtering in frontend #484

Description

As of now, the service owners displayed through the filter component are limited to hard coded for test-values.

However, now that the BFF has an endpoint for fetching them (from backend), frontend can now make use of this to fetch the true owners.

This task should:

[x] Set up an rtk query for fetching service owners from the BFF
[x] Use the resulting data-value pairs in the filter component
[x] Use the same data-value pairs in the chip-components for displaying of chosen filters as well as in the search query.
