LocalCompare error when resource is empty #874

Description of the bug

Steps To Reproduce

Strictly follow in this order:

  1. Go to choose service page in single rights
  2. Choose 1 service with resource text
  3. Choose 1 service without resource text
  4. Go to next page
  5. localCompare error will appear
