Clear out delegableOrg slice #909

With the use of rtkQuery most of this file can be moved to other places for better state handling

[x] Move lookupOrg dispatch function to rtkQuery in lookupApi
[x] Move chosenDelegableOrgList from state in delegableOrg and place it in apiDelegationSlice (as chosenOrgs)
[x] Move choice logic to ChooseOrgPage
[x] Move searchInCurrentOrgs to ChooseOrgPage (utils file?)
[x] Delete delegableOrgSlice
