Remove old maskinporten code #405

Description

Remove maskinporten page
Remove uploaddisk and uploadjwk services
Remove maskinporten translation strings
Remove other unused translation strings
Change two instances of "rettigheter" to "tjenester" in bokmål (we use "tjenester")
