Removing broken frontend version #117

Description

The 3.45.0 version was published without the v tag prefix: https://github.com/Altinn/app-frontend-react/releases/tag/3.45.0 https://github.com/Altinn/app-frontend-react/releases/tag/v3.46.0

When the release script removed the first character (expected to be v), it pushed out the .45.0 version, and caused a write to the top-level folder (not even the major version folder for 3).

We're fixing this in the app-frontend-react release script soon, but these files should be cleaned up so as not to confuse anyone.

@altinnadmin :pray: I don't think anyone else has permissions to review and merge this.

The js and css files here are 5 months old, and if anyone uses the URL they won't get new files any time soon: https://github.com/Altinn/altinn-cdn/tree/master/toolkits/altinn-app-frontend
