So the end user does not lose historic/archived data when altinn2 is turned off the data is to be migrated to Altinn3 in a read/delete only storage.
Some of the service owners in Altinn2 isn't planning to create services in Altinn3 so we need to be able to provision only the historic data storage for these service owners.
The IaC scripts therefore need to allow us to differentiate between active (has one or more altinn3 apps) and historic only (has altinn2 data, but does not have any altinn3 apps).
The cost of having the historic data storage without any data is equal to zero so we don't need to have a category for altinn3 only service owners as we see it today
