Add Azure Monitor connection in Grafana #786

Description

We have started testing OTEL metrics/logging. I first phase these logs/metrics will be stored in Log Analytics. To get dashboards in Grafana we will need Azure Monitor connection in Grafana.

We will change how logs and metrics are collected and stored to better support the new way with otel. We need a better config for cost management. And we have a project with outsourcing SOC with the use of sentinel that needs som changes in collecting and store metrics.

This issue is blocked by
