KRR - Define API/endpoints

Description

Exposing our replica to internal consumers following clean architecture. New controller for everything releated to Krr.

Tasks

• [x] Create a new controller to handle KRR operations against external consumers
• [x] Create a new controller for internal access to KRR data.
• [x] Add a new endpoint that can give provide KRR data to a caller based on national identity number.

Acceptance criteria

• [ ] The KRR data for a person can be retrieved on a new endpoint.
