Resource Registry for autorization resources

Description

Altinn needs the capability to authorize resources that are not apps designed in Altinn Studio

To support this, we will need a new component called Resource Registry.

The resource registry will be where organizations can register resources with policies.

The resources can be defined as a digital service hosted in Altinn or outside Altinn. It will typically be a digital service available through a browser or API.

Requirement

[x] Resource registry is implemented as a stand-alone component running in Platform Cluster
[x] Resource registry allows for resources with policies to be created
[x] The resource model follows the defined resource model
[x] Policy follows the XACML 3.0 standard
[x] It should only be allowed to register resources for its own org
[x] It is not possible to change the ID on the resource
[x] It is possible for resource admin to change resources and policies for others
[x] Resource registry needs to support maskinporten schema as a resource
[x] Expose Policy API for PDP to policy can be used for authorization
[x] API validates resources and will not accept creating an incomplete resource or does not follow standards
[x] Scope is required to perform read

[x] Support admin from Altinn Studio
