WIP: Altinn Studio new UX concept #10590

Description

This epic gather every issue related to the new consept for Altinn Studio. Theese are the areas it will cover Configuration on app, layoutset, page and component level. Improvements on the "lage" page. New "start" page and smaller improvements we have collected along the way.
