New updated header design #11095

Update to new header design for Altinn studio. The design uses design token colors and text styles from the design system.

It also includes a new design of the menu which also includes app settings now.

No, this one is finished. We do not have any new designs that we want to implement. We should close this and create a new issue if we want to make any changes in the future.
