Modal Z-index is not set, making buttons appear on top of it #11424

Description of the bug

As this photo shows, the Modal is missing z-index to prevent content on the page to appear on top of it.

Steps To Reproduce

  1. Go to Data modelling page
  2. Open Settings modal
