Add description to the security levels #11536

When Designsystemet updates the Select component to have descriptions for elements in the drop down list, update the authLevelOptions list in the policy editor.

The Select component is still a "Altinn" component within the design system. I suggest we can contribute to implement description on the current Select component. So we can move forward with our issues that's need this feature. ☺️
