Duplicate actions allowed on same task #12889

Description of the bug

It is currently possible to add the same action multiple times to the same task.

Not sure if it's a problem, but I also noticed that it's possible to add empty actions to the BPMN file.

Duplicated actions also lead to a strange effect where they duplicate in the other actions (only in the display, not in the BPMN file).
