Should we have the Design system tooltip in Studio

Description

We see the need to add more tooltips to buttons and icons in the studio. This could replace the need for text elsewhere. I see that we have a native tooltip in some parts of the studio. The tooltips are not used consistently, and we should have a pattern for using tooltips and a rule for maximum width and maximum characters to maintain the value of the component.

We do also need to consider if we want to use the component from the design system or use the native component.
