Delete app in studio #921

Description

As an application developer I should be able to delete my applications in Altinn Studio Designer as long as they are not deployed to an Altinn App production cluster.

As long as application is deployed on a test or production environment, it should not be allowed to delete the application in Altinn Studio. Application must first be undeployed (other story). #3717

Apps (repos) can already be deleted in Gitea.
