Create Resource Admin Controller

We need a resource admin controller in Altinn Studio Designer that can manage resources.

Additional Information

Do we need any handling of writing rights, or is this managed by Gitea?

Do we need a naming standard on resources in resource registry repository. It it enough it is a json file

Tasks

The following tasks can be split up in separate issues. When starting on them. The first 3 should be done in order.

Acceptance Criteria

• [ ] Controller has a route that matches the pattern in other controllers. Talk to @andrealouisestanderen if needed

• [ ] Has a configured pattern to check for resource registry (naming?)

• [ ] Reuses code for existing clone and git operations

• [ ] List all resourcess in the resource registry folder
