Runtime REST API should calculate incoming multipart formdata

As an application owner I want to ensure that the prefill data is valid before the instance is created.

Acceptance criteria

• valid form data should lead to created instance ✔
• invalid form data should be disallowed, badRequest✔
• no form data in multipart should be and disallowed, badRequest ✔
• calculations are run on incoming formdata

Tasks

• [x] unwrap multipart (see storage)
• [ ] invoke application with user context
  • [ ] calculate
  • [x] validate
  • [ ] format and return validation message
  • [ ] document and test
