hotspot2.cpp error/warning messages reporting offending regions should report chr too #12

Several error messages and a couple warning messages can be produced by hotspot2.cpp, to facilitate debugging and troubleshooting. Most of them report the boundaries of the window being processed when the problem in question was encountered. The chromosome name should be included in these messages.
