IL Gen upgrade #78

This PR covers generating IL for:

Function declarations
Function calls
Return Statements
Parameters
Locals
Assignments
String concatenation

Minor Changes

Properly restructure the Emitter
Simply the local function uniqueness check in the Binder
Add ordinals to ParameterSymbol

We still have a lot to do with IL-Gen, but this is a step in the right direction.
