Add documentation about debugging options #195

This makes it clear in the README that we support bog standard Chrome remote debugging stuff, and points users to some advice about how they might want to take advantage of it and tools that work with it.

Could you revert README.md? README.template.md is the only file whose changes will survive the build process, so make sure all your changes are there.
