When adding the doctype it doesn't work on IE 8 but workx on other browsers

What steps will reproduce the problem?
1.Add the doctype 
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" 
"http://www.w3.org/TR/html4/strict.dtd">

2.Add the minimum implementation
3.Make it automatically change the photo

What is the expected output? What do you see instead?
On IE 8 on Windows 7, I see only the first image, and it is not changing.
On other browsers it's working perfectly, I checked IE6, Firefox and Chrome

What version of the product are you using? On what operating system?

If I remove the doctype, it works perfectly on IE but I have some other code 
that won't be displayed correctly if i removed it.
