re-instate hyperlinks to local files from balloon text #205

This feature was present in Google Earth v4.2, but is missing in v4.3, for 
security reasons.
In a similar situation (hyperlinking to a potentially insecure site/file), 
Adobe Reader pops up a dialog box, titled “Security Warning”, with the 
message “The document is trying to connect to …  If you trust the site, 
choose Allow.  If you do not trust the site, choose Block.”, and there are 
three options: Help, Allow, Block.  Additionally, there is a check 
box “Remember my action for this site”. 
Internet Explorer v7 has two options (under Tools | Internet Options | 
Advanced | Security): “Allow active content from CDs to run on My 
Computer” and “Allow active content to run in files on My Computer” which 
address the same security problem.

Can a similar approach be adopted for Google Earth?
Allowing links to local files is critical for including kml files on 
DVD/CD products.
