Feature: Inactivity Manager

Have the bot automate keeping track of member inactivity cases.

• have the bot run a timer for inactivity once a new entry is made
• when the inactive period is over, update the message
• delete the message when the officer confirms they have returned
• bonus: use discord embeds to make the case status more distinguishable
