Publish GitHubActionsCore in the PowerShell Gallery #19

Please consider publishing the GitHubActionsCore module in the PowerShell Gallery, so it's available outside of this action. That way, one may utilize Get-ActionInput and Set-ActionOutput too.

@Piedone I have never published anything there - do you have any good references I could use to do that?

Sorry, I've never done that either :). I'm just using such published modules.
