Refactor for increased unit test coverage

A very large refactor that enables more unit tests to be written for Chrysanthemum logic. This moves more code out of main.rs and into separate modules in a unit testable fashion. We can now test:

• Scoping logic
• Default scoping/actions
• Spam filtering
• Top-level reaction and message filtering
