Possible sequence problem with Magic Beans/Iron Boots #256

I've been playing through a new entrance random run, where I've shuffled Magic Beans into the item pool, and run into a possible problem.

I was only able to find the Iron Boots through the Graveyard HP Boomerang exploit, which led me to finding the Magic Beans in the Water Temple in a chest only accessible after obtaining the Iron Boots. Note the run is set to glitchless, and while the Boomerang exploit may not technically be a glitch, I'm wondering if the Magic Beans still should have barred the Iron Boots from their placement, or vice versa.

Nevermind, I think I'm learning you can complete the Water Temple without the Iron Boots, if you have the Gold Scale? If that's true then I might not have had to sequence break
