Fix license #122

Changes: Fixed LISENCE to LICENSE. Chocolatey should be GPL 3.0 instead of NO LICENSE. Windows 10 Login Background Changer should be GPL 3.0 instead of NO LICENSE. Scoop should be The Unlicense instead of NO LICENSE.

And, please do not misspell license any more! It is license in English (US), licence in English (UK), but lisence nowhere.
