Add --disable-nczarr flag to netcdf configure #1085

Makes the configure for netcdf have fewer dependencies. This used to be covered by the --disable-dap flag but the behavior has changed in more recent versions of netcdf.

I think the appveyor failure is actually a pacman issue:

gpg: refreshing 8 keys from hkp://pool.sks-keyservers.net
gpg: keyserver refresh failed: Try again later
==> ERROR: A specified local key could not be updated from a keyserver
