Implements a basic console that can be pulled out into an ember in future.

To-do:

[x] Run console engine on server
[x] Add "SSH"-like that lets clients connect to the server console
[x] Add commands for disabling/enabling/reloading modules
[x] Add command for downloading and adding a WASM module
