When withdrawing tokens from identity amount is not validated #256

Describe the bug When withdrawing tokens from identity amount is not validated so it is possible to provide not valid amount

To Reproduce Steps to reproduce the behavior:

  1. You must have added Set Privileges to Withdrawn in the identity settings to another account
  2. Login with metamask using account mentioned in the previous step
  3. Go to https://staging.adex.network/#/dashboard/advertiser/account
  4. Click advanced
  5. Click withdrawn tokens from identity
  6. In the amount field type anything below 0.15

Expected behavior Amount should be validated and there should be a warning message about amoun being to small
