I'm not 100% sure if this will still be necessary to implement. There's not a lot of stuff that admins would be able to do to the live site besides technical stuff that would be better/more easily handled from the command line.
The only exception I can see to this would be if the import pipeline were in some way manual. For example, if it became necessary to manually review/approve uploaded networks before they are added to the database, a web interface to make that process work would be the best way forward.
