support specifying language of a part #192

Babel's \foreignlanguage (or something similar) would be helpful to mark up the language of a part, e.g., \foreignlanguage{thai}{ขอบคุณ} creating something like <some-tag-dependent-on-context xml:lang="th">ขอบคุณ</...>.

This would have avoided 1 nasty hack back in the day.
