HTMLtable.pm: change the default border color to currentColor #200

Switches the default border color from black to currentColor to improve downstream rendering in color modes.

Part of #153

@davidmjones I understand if this is not appropriate. It would make life easier for downstream. Maybe we can discuss this idea at the next F2F.
