Test release on Android 9 & 10 on Pixel emulator #447

set up and install a build on an emulator with Pixel and OS 9 "Pie" run a complete smoke test and make note of any issues repeat with OS 10 "Q"

@pratapap if you can i'd like to split this effort with you. analytics suggests this is the "minspec" we need to support presently.
