Some schools/sites appear twice in the location drop downs #13

Examples:

Bret Harte Elementary
Kipp Lead Agency & Kipp Program Site

Solutions: We want these drop downs to be dynamic and data-driven (from salesforce) so getting the data side in order is at lest 50% of the effort

[ ] only show Program Site and not Lead Agency when both exist in the Account object (needs investigation)
[ ] San Francisco region will be deactivated and three sites reassigned
[ ] Deactivate program sites (needs investigation)
[ ] We will test using "Account Record Type = "School Site"
