Add commandline arguments for queuing actions, and for setting the default number of steps. #24

I can split these up or roll one of them back if there's opposition. Happy to do edits as well.

Queuing actions can be done by adding --allow-queue.
Changing the default number of steps can be done by setting --default-steps 15.

Merged. I pushed a commit on top that provides a bugfix for simultaneous requests racing. With the flag on users should be able to make as many requests as they like.
