disaster projects should not be included in project theme #227

Honduras 2014 drought shows up in both disasters and projects. Need to exclude projects that come out of disasters from the project theme. They should be ignored or rolled up in the disaster.

Apply "Consolidated Record Type: Disaster Response" filter. We don't want to see those. ProjectID: a00d000000VdObQAAV
