adding LAC communities layer #229

adding in LAC communities layer. Followed the readme that @hallahan put together.

This URL is not to the actual GeoJSON file. It's the URL to the github page with the map in it. The actual GeoJSON file you uploaded is at:

https://gist.githubusercontent.com/anonymous/d58e51d612add6483257/raw/LAC_Communities_styled.geojson

I will make that change and then merge
