Colors + base maps #255

The colors for active/monitored disasters on the countries do not work on all basemaps

The good news is that we have full control over the theming of disasters, and can change colors when a basemap is changed.

We'd want volunteers to map new color schemes for each basemap name.

Any takers? :-)
