Do we force level 0 when users chooose 'Disaster'? #266

If we've turned on GADM 1, then you switch to disaster Theme, currently there are none. Only at level 0. Should we hard code in gadm0 when users choose Disaster?

yeah, the guidance that the ecos team gave for disasters is to attach it at admin 0
