Non-distinct legend values in Project Health theme #283

The legend in the Project Health theme currently lists the color name of its colored box instead of healthy, not-healthy, etc.

Green, Red, White, Yellow, and White are identifiers created by Red Cross. They may seem a bit ambiguous to us, but they understand the meaning of each particular color
