Description: The facebook chatbot auth (#104) will restrict facebook users from accessing the chat bot's reporting features unless the user is a member of a whitelisted facebook group. This user story tracks how an admin whitelists a new group to grant its members access to the bot.

Acceptance Criteria: Admin is able to grant chat bot access to a facebook group via the admin UI
