Includes a wide set of changes including

Backend for report summary
Changes to partitioning scheme and throughput model (now uses database shared throughput)
Enhancements to import, which now accepts JSON arrays in addition to CSV
Frontend controls for report summary and report uploads and template download
Initial pass at styling throughout the web app
