"Sectors" visualization color scale calculation? #168

except for 1 report for "Car accident" that only has 1 casualty and no data submitted for sectors screen shot 2019-01-08 at 2 05 51 pm

i think almost all the test data is under "IDP" screen shot 2019-01-08 at 2 06 01 pm

looking at "All Disaster Event Types" the color scale changes. how does the viz calculate the color scale? and how does it treat reports that skipped that part? screen shot 2019-01-08 at 2 06 11 pm
