Fix last update time #253

@yeahphil Looks like the last update time still defaults to now under certain circumstances. I went out to the north fork and thought we'd fixed the bug, but when I refreshed the flows changed (but the last updated time didn't). I think it has something to do with the run list, but haven't been able to reliably repro, since it's somewhat hard to test.

Argh! Better than the opposite I suppose. Wish we had a tidy repro here, I guess we're back to just reading over everything that touches the last updated date and thinking about it...
